- S.C. Saxena, Post Graduate in Physics with Specialization in Electronic retired as Dy. Advisor (QoS), Telecomm Regulatory Authority of India. Mr. Saxena has 36 years of experience in the field of Telecommunications, of which 8 years were spent in TRAI and 28 years in Northern Railway.
- During his tenure in TRAI from March 2002 to July 2010, he handled all QoS related issues related to Basic Telephone, Mobile Telephone and Broadband services. He remained instrumental in bringing out the QoS regulations for Basic, Mobile & Broadband services and Regulations on Telecom Consumers Protection and Grievance Redressal and the consultation papers on various QoS related issues.
- Before joining TRAI, he served Northern Railway from 1974 to 2002 (28 years) and took retirement from the post of Sr. Telecom Engineer (Micro Wave) in year 2002. Being in charge of Microwave LAB at New Delhi was responsible for Maintenance and repairs of Microwave Equipments, Multiplexing equipments and other allied Equipments of various make installed over N. Rly.
- Mr Saxena has attended various professional trainings and seminars in India and abroad . The countries , he has travelled are Australia, Srilanka, Jakarta, UK and Singapore.
- Mr Saxena has been awarded seven times for his outstanding performance during his service in Railways.
